WAUKEGAN — Animal Warden Tina Fragassi said she was not surprised when her office fielded a report Thursday about a 10-pound Pomeranian attacking an 80-pound pit bull.

"They stand their ground, those little dogs," she said, describing how one of her relatives has a small mixed-breed dog that charges her own pit bull and Labrador every time the three dogs cross paths.

That's basically what happened Thursday afternoon at a Sunset Avenue apartment complex, where Garry Laffredi said he was walking his 2-year-old pit bull Capone when a neighbor's Pomeranian came running at them.
"(Capone's) not a bad guy. He's real friendly. He's people friendly," Laffredi said. "He loves other dogs. (But) this little Pomeranian ran out and starts biting him on the foot."

Pomeranians, which are classified as Toy dogs by the American Kennel Club, can be as small as three pounds and resemble a fox in appearance, generally having a bushy orange coat and pointed ears.

Laffredi said the Pomeranian bit Capone's foot hard enough "to draw blood" also managed to nick Capone on the top of the head as he tried to pull the pit bull away on a leash.

Eventually, Laffredi said, Capone "grabbed the dog and more or less set him off to the side" before the two dogs were separated.

Citations issued

Animal control officers called to the scene reported that Laffredi told them the Pomeranian also bit him on the hand two weeks ago, but he chose not to report it at the time. The owner of the Pomeranian was issued four citations for Thursday's incident — failure to prevent a dog bite, owning a dog running at large, not possessing a dog license and not having updated rabies shots.

Each citation comes with a $25 fine if paid within 30 days. Fragassi said in cases of a first-time animal-to-animal bite with no current rabies shots, the animal is not seized but the owner must have the dog checked by a veterinarian for rabies after 10 days.

The owner of the Pomeranian declined to speak about the incident, describing it as an unfortunate episode that she wanted to put behind her.

The owner of the small dog doesn't want to talk about it. Well, isn't that just grand!
If the show was on the other foot, the bullie would be on death row foe even less. They would have called it a VICIOUS ATTACK!
Instead, to some readers, it would sound comical. I'm not one of those people!
That's why this law of ours is so obsurd. Let it happen to a bullie and everythings fine. The dog was suppose to wear a muzzle but the owner never complied. Had that have been the Pit, how would that have fared?
This story urked me! That's why we need amendments to the law. The owner was negligent. TWICE, that we know of. Still, her dog is alive. I'm not wishing it dead by any means, but that would have been the fate of our dogs. Broken skin is a vicious attack in Ontario, even if it was caused in play as some owners have sorrowfully found out.
This woman broke the law, but she does not get the same punishment that we, the owners of bullies would get. Court costs, fines and cost of comfining our dogs on a daily basis.
Dogs on death row are kept in a small cage. They don't go out for excersise. They do not see the sunlight but stay in a cramped cage until their day of death.
Changes of this law MUST BE CHANGED to apply to all vicious dogs and responsible ownership no matter what the breed.
Open your eyes folks.

Oh heck no!!!!.... that isn't right. This story makes my blood boil.

You're right Conners, had that story been reversed, Capone would not be with us any longer.

There too, I'm not wishing anything bad to happen to the pommie, but $25 fines? Let's just say it was the pit the fines would be astronomical!

UNFAIR!

Oh, the toy owner wanted to "put it behind" her...how convenient.

That's what I mean. I don't wish the little doh dead neither, but I would liked to see a bigger punishment for the owner. How about what we would get, up to $10,000 in fines and/or up to 6 months in jail. Sound rediculas? Well that's what happens to us PLUS our dogs get destroyed.
We need ALL dog owners to be responsible no matter what breed or size. The punishments should be the same too and if you can't properly contain, maintain and train your dog, you should own one. It all adds up to being responsible!!! grrrrrr....this article made me so mad I wanted to bite some of these irresponsible owners.
